User action:

Corrective action:
(a) The CDS directory may not exist or was not created properly. Ensure that the CDS directory is present.
(b) You may not have the correct authorization to create a CDS directory. Perform a DCE login using an account that has sufficient privileges to create DCE objects and retry the operation.
