Meaning:
DCE Director was unable to load the custom control dynamic link library. The State of Server dialogs use the custom control to manage the list box in the common display. If this dll fails to load, the State of Server dialogs display a pop-up message with this text and an OK button. Click the OK button to dismiss the pop-up window.
Corrective action:
Exit from DCE Director, and ensure that the custom control dll is in your bin directory.
